Consult parents on new Child Act, says group amid caning furore

Women, Family and Community Development Minister Datuk Seri Rohani Abdul Karim reportedly said caning would be an offence under the new new Child Act. The ministry says not all forms of caning are outlawed. – The Malaysian Insider file pic, January 28, 2015.Parents must be consulted when the new Child Act is being drawn up, a non-governmental organisation told Putrajaya, after uproar over its proposal to outlaw caning of minors.Ikram Malaysia women's wing chief Datin Paduka Che Asmah Ibrahim said the Women, Family and Community Development ministry's plan to enact a new Child Act should take into account Islamic views as well as the Malaysian culture.She added that the parents and the public had to be educated to ensure the welfare of children was protected."Parents need to understand about disciplining and punishing their kids. Discipline means setting a limit on all aspects of life and has to be inculcated among children since young. This is aimed to ensure a harmonious life and not to scare or worse, abuse children," she said in a statement today.Che Asmah said people, especially parents, needed to understand that although caning is mentioned in Islam as a form of punishment, it cannot be used arbitrarily.Citing an example, she said caning should not be administered to minors below 10 years old."Caning children who are not matured in thinking and unable to comprehend the implications of their actions is a form of abuse."Caning should also be the last effort to discipline after all others have failed."She said efforts to increase awareness of children's welfare should be done continuously and stern action has to be imposed on those found neglecting children.Besides that, she said discussions needed to be held with religious agencies, physiology experts and  related NGOs to obtain a comprehensive view on the proposed law.She added that any amendments to the new Child Act should not solely adhere to the Convention on the Rights of the Child, to which Malaysia is a signatory.Women, Family and Community Development Minister Datuk Seri Rohani Abdul Karim’s recent statement that caning a child could be an offence under the new Act raised a storm of protests from politicians and NGOs who had pressed for a review of the proposal.

The ministry clarified that it did not mean to outlaw all forms of caning of children and that instead, the proposal would see a more detailed provision on actions, including caning, which cause physical or mental injuries to children."The ministry is studying and scrutinising the proposal so that the legislation will cover all acts against children causing physical and emotional injuries deemed as criminal offences which could be punishable with heftier imprisonment or fines."Besides, the ministry is also considering alternative punishment such as community service or counselling or parenting courses," said the statement issued by the ministry's corporate communications unit on Monday.Meanwhile, Sisters in Islam said the Quran and Sunnah prioritised justice and love among families and prohibited cruelty and use of force."Justifying the use of force in the name of religion gives a negative image to Islam. We believe using soft approaches to discipline children is better than using force," it said in a statement.The NGO said Islam, as a universal religion, is flexible when it comes to changes, and this included education and children psychology. – January 28, 2015.

Koroner: Kematian Karuna disebabkan polis, tahanan

Mahkamah Koroner Seremban memutuskan bahawa kematian tahanan 42 tahun P Karuna Nithi dua tahun lalu akibat dipukul oleh pihak polis dan tahanan lokap lain.

Koroner Jagjit Singh berkata Karuna Nithi, seorang jurutera, mempunyai 49 kecederaan – kebanyakan lebam – di seluruh tubuh.

“Tambahan lagi, kematiannya juga disebabkan oleh kegagalan penyediaan bantuan kesihatan dan perhatian diperlukan dan kegagalan polis menghalang tahanan lain menganiaya si mati dalam lokap,” kata Jagjit.

“Kelakuannya tidak memberikan alasan untuk dia dianiaya secara fizikal oleh pegawai polis dan tahanan lain,” kata koroner.

Karuna Nithi pada mulanya ditahan di ibu pejabat polis Tampin pada Mei 2013 ditemui mati dalam lokap di ibu pejabat polis daerah Tampin pada 1 Jun 2013.

Budak 10 tahun mengamuk tanpa rokok

Fenomena kanak-kanak merokok semakin menjadi-jadi di Indonesia.

Setelah beberapa kes, kali ini media mendedahkan pula mengenai seorang kanak-kanak perempuan 10 tahun yang merokok kira-kira dua kotak sehari.

Baru berumur sepuluh tahun, Sandra Ulfiah, mula merokok sejak tiga tahun lalu setelah cuba-cuba dengan rokok ayahnya, Tarmudi (satu nama), 50, lapor Tempo.

Ibunya Marwati (satu nama), 50, berkata sejak itu anaknya akan merengek, malah mengamuk meminta rokok setiap kali melihat ayah atau jiran-jirannya merokok.

“Ulfi tidak merokok hanya saat sekolah dan tidur," ujar Marwati sambil berkata keadaan makin buruk apabila terdapat kedai menjual rokok batang berdekatan rumah mereka di Jawa Tengah.

Tempo juga melaporkan bapanya  hanya menuruti kehendak anaknya kerana tidak tahan dengan tingkah laku anaknya itu ketika gian.

Di Indonesia, rata-rata penguatkuasaan undang-undang berkaitan rokok lebih longgar berbanding Malaysia sehingga mewujudkan gejala perokok kanak-kanak.

Ini diburukkan lagi dengan pendekatan agresif syarikat rokok melalui pelbagai iklan di jalanan yang tidak dikawal.

Berhenti merokok boleh memberikan pelbagai kesan sementara kepada seseorang, baik daripada segi jasmani, psikologi atau tingkah laku.

Bagaimanapun, bagi Presiden Amerika Syarikat (AS) Barrack Obama, ia boleh mengundang kemarahan sebuah negara.

Kelmarin, semasa perarakan hari republik India, pemimpin negara kuasa besar dunia mencetus kontroversi apabila mengunyah gula-gula getah, dipercayai mengandungi nikotin untuk terapi merawat gian berhenti merokok.

Lebih mencuri perhatian apabila beliau ketika itu duduk di sebelah Perdana Menteri India Narendra Modi dalam acara rasmi sambutan hari republik India.




Tingkah laku Obama itu dikesan oleh koresponden Rumah Putih  Peter Baker di Delhi yang menulis tweet berbunyi:

“Obama kelihatan menikmati perarakan, ditunjukkan di televisyen India beliau mengangguk kepala seiring irama muzik. Nampak seperti mengunyah gula-gula getah, mungkin (jenama) Nicorette.

Tindakan Obama itu mengundang  reaksi bercampur baur di alam maya antara pihak. Ada yang melihatkan sebagai tidak sopan manakala ada juga yang mempertahankan Obama sebagai hanya seorang manusia biasa. 

Ini bukan kali pertama Obama menjadi perhatian media dengan tabiat itu. Perkara sama pernah dibangkitkan sebelum ini, termasuk dalam acara di China dan Perancis.

Obama dikatakan menggunakan gula-gula getah nikotin secara kerap bagi mengawal ketagihannya terhadap rokok.

Beliau pada 2009 mengakui sukar berhenti merokok kerana sudah menjadi tabiat sejak sekian lama.

Beliau juga menyatakan kebimbangan terhadap kadar kemunculan perokok baru di AS dengan 1,000 orang bawah 18 tahun terjebak setiap hari.

Obama adalah presiden pertama AS yang hadir ke acara sambutan hari republik India.

Kunjungan Obama bertujuan merapatkan hubungan serta mempertingkat “keserasian” kedua-dua negara itu.

MIER gesa k'jaan bersedia hadapi masa sukar

Institut Penyelidikan Ekonomi Malaysia (MIER) menggesa kerajaan menyiapkan pelbagai langkah bagi menangani keadaan pada masa sukar.
    
Pengarah Eksekutifnya Dr Zakariah Abdul Rashid berkata langkah yang diambil perlu meliputi pelaksanaan berkesan pembaharuan struktur dalam bekalan dan menghapuskan halangan perdagangan dan pelaburan.
    
"Langkah ini perlu bagi meningkatkan faktor produktiviti, potensi keluaran ekonomi, meningkatkan daya tahan ekonomi untuk bertahan dalam menghadapi kesan ke atas komoditi dari segi kejutan dagangan dan kadar faedah asing ke atas ekonomi," katanya dalam sidang media mengenai Unjuran Ekonomi Suku Keempat MIER.
    
Zakariah juga berkata Bank Negara Malaysia perlu meneliti kaitan antara pergerakan harga minyak mentah, kadar tukaran asing, rizab asing, selain tindakan dasar monetarinya.
    
Kedudukan ini memerlukan penyusunan dan unjuran semula ekonomi bagi meneliti  penurunan ketara kadar tukaran ringgit dan penyusutan berterusan rizab asing.
    
Beliau berkata walaupun proses pelarasan kadar faedah secara berperingkat-peringkat baik semasa waktu biasa, tindakan tegas perlu apabila mengambil kira kejutan luar jangka dalam ekonomi.
    
"Dasar makro ekonomi perlu diselaraskan bagi memastikan trajektori pertumbuhan menaik dan matlamat Wawasan 2020 dicapai.
    
"Memandangkan dasar monetari masih aktif dalam mengurus kitaran perniagaan jangka pendek, dasar fiskal perlu memberi tumpuan ke atas matlamat jangka masa sederhana dan panjang," kata Zakariah.
    
Beliau berkata usaha ini akan membantu meningkatkan keyakinan pelaburan mengukuhkan lagi keyakinan rakyat terhadap pengurusan baik makro ekonomi.
    
"Walaupun akan berlaku kesusahan jangka pendek, manfaat secara menyeluruh mengatasi kos dalam jangka sederhana dan panjang.
    
"Yang pasti akan ada lebih banyak peluang berbanding risiko yang dikaitkan dengan harga minyak yang rendah. Namun masalahnya ialah kita dilihat sebagai ekonomi yang bergantung kepada minyak, dan kadar ringgit teruk terjejas," katanya.

ดูเหมือนว่ากระแสความนิยมของซุปตาหนุ่มกิมจิ อีมินโฮ จะทวีความรุนแรงมากขึ้นเรื่องๆ เมื่อยอดผู้ติดตามใน SNS จีนอย่าง Weibo นั้น มียอดปาไปมากกว่า 26 ล้านคนแล้วในตอนนี้

นักแสดงหนุ่มวัย 27 ปี ผู้นี้ที่กำลังมีผลงานสุดฮิตกับหนังเรื่อง Gangnam 1970 ได้กลายมามียอดผู้ติดตามใน Weibo ทะลุมากขึ้นไปอีกหลังจากที่ได้ปล่อยภาพจากหนังเรื่องดังกล่าวออกมาเมื่อวันเสาร์ที่ผ่านมา ในขณะที่นักแสดงสาวเจ้าถิ่นอย่าง ฟ่านปิงปิง นั้นมีผู้ติดตามอยู่เพียงแค่ 21.7 ล้านคนเท่านั้น

ย้อนกลับไปนั้น ผู้ติดตามของอีมินโฮนั้นก็ทะลุเกิน 20 ล้านครั้งมาแล้วนับตั้งแต่เมื่อเดือนมีนาคมปีที่ผ่านมา และยังคงพุ่งสูงขึ้นเรื่อยๆ และมามากขึ้นจนสังเกตได้หลังจากที่มีหนังเรื่อง Gangnam 1970 เข้าฉายที่เกาหลี เมื่อวันที่ 21 มกราคมที่ผ่านมา

ซึ่งชาวจีนเองก็ต่างคาดหวังกับหนังเรื่องใหม่ของเขามากเช่นเดียวกันไม้แพ้จากที่เกาหลีที่ตอนนี้มียอดผู้ชมถล่มทลายไปเป็นที่เรียบร้อยแล้วนับตั้งแต่ที่เข้าฉายมา

ซึ่งคงต้องมาดูกันว่ากับกระแสของหนังเรื่องนี้ในบ้านเรานั้นจะดีมากน้อยเพียงใด

Datuk Tuan Ibrahim Tuan Man says there are more similarities that Pakatan Rakyat partners can focus upon. – The Malaysian Insider file pic, January 26, 2015.PAS vice-president Datuk Tuan Ibrahim Tuan Man has reminded Pakatan Rakyat (PR) leaders to put aside differences and focus instead on their similarities for the sake of all Malaysians.He said people were getting fed up with the seemingly never-ending infighting between PKR, DAP and PAS."Did PR not agree before that there are more similarities between the three parties than there are differences?"Why then the need to take on one another over these minor differences and setting aside the things that bring us together?" he asked, expressing disappointment with the current clash between PAS and DAP over local government elections.PAS president Datuk Seri Abdul Hadi Awang last Friday warned DAP that their push for local council elections in Penang could widen the racial divide in Chinese-majority urban areas and lead to a repeat of the May 13 riots.His remarks came after a war of words between PAS secretary-general Datuk Mustafa Ali and DAP organising secretary Anthony Loke, in which the former labelled DAP as “arrogant" for saying the implementation of hudud was against PR’s common principles but violating the same principles by wanting to implement local council elections.Instead of joining the chorus of dissent against DAP’s proposal like other PAS members, Tuan Ibrahim said he believed each party had its own policies and agendas to uphold."When there is a political coalition between the parties, there needs to be tolerance and respect between the respective parties," he said.To him, enlarging the gap of differences would inadvertently shrink the room of similarities and if allowed to go on, would eventually ruined the consensus and understanding between the parties.

"In this case, we should look at our similarities, enlarge it, so that our cooperation will flourish and become strong.

"This is the attitude we should strive to take if Pakatan Rakyat is to survive," said Tuan Ibrahim.

He also reminded the three parties of the need to restore public confidence in the coalition and suggested that perhaps it was time to rethink everything because each party was aware that no one party could achieve success on its own. – January 26, 2015.

Ketua Umum PKR Datuk Seri Anwar Ibrahim menganggap kenyataan Datuk Seri Abdul Hadi Awang bahawa pilihan raya tempatan berpotensi mengulangi peristiwa berdarah 13 Mei 1969, adalah pandangan peribadi presiden PAS itu.

Beliau berkata pelaksanaan pilihan raya itu perlu mengambil kira pandangan semua kaum.

Katanya lagi, ia perlu dibincangkan dalam mesyuarat Majlis Pimpinan Pakatan Rakyat sebelum membuat sebarang keputusan, lapor Sinar Harian Online hari ini.

“Kenyataan yang dikeluarkan beliau (Abdul Hadi) adalah pendapat peribadinya,” katanya seperti dilapor portal berita itu hari ini.

Ketika dihubungi Malaysiakini petang ini, Pengarah Komunikasi PKR Fahmi Fadzil menjelaskan bahawa tidak ada mesyuarat Majlis Pimpinan Pakatan Rakyat esok seperti yang dilaporkan.

Sebaliknya beliau menjelaskan bahawa Anwar akan menghubungi Abdul Hadi dan pemimpin DAP Lim Kit Siang berhubung isu itu.
 
Dalam kenyataannya Jumaat lalu, Abdul Hadi antara lain menyuarakan kerisauannya berhubung pilihan raya tempatan itu boleh mencetuskan jurang dan polarisasi serta ketegangan di antara penduduk bandar yang bermajoriti kaum Cina.

Hadi turut membayangkan yang pilihan raya tempatan akan memberikan kemenangan buat satu kaum dalam masyarakat berbilang kaum.

Kenyataannya itu mengundang kritikan pelbagai pihak termasuk DAP dan NGO.

MAS website hacked by Isis?

The front page of the Malaysia Airlines website as seen on a mobile device, as at 10am this morning. – January 26, 2015.Hackers allegedly linked to the Islamic State of Iraq and Syria (Isis) militant group today broke into the website of Malaysia Airlines."Plane not found," said a message on the front page of the national airline's website at www.malaysiaairlines.com this morning, signed off as "Cyber Caliphate", as a rap song played in the background.The website title was also changed to "Isis will prevail".It is understood that only those using Telekom Malaysia's Unifi service are taken to the hacked page.Hackers claiming to be Isis supporters have in the past brought down Twitter and YouTube accounts.Some experts believe today's attack on the MAS website appears to be a DNS redirect rather than an all out hack.DNS, or domain name system, translates a domain name to the Internet Protocol (IP) address.MAS did not immediately respond to a request for comment.According to an AFP report, the hackers claimed to be from the "Lizard Squad", a group known for previous denial-of-service attacks.The Lizard Squad is a group of hackers that has caused havoc in the online world before, taking credit for attacks that took down the Sony PlayStation Network and Microsoft's Xbox Live network last month.The Islamic State, an extremist Sunni Muslim group, has seized large swathes of Syria and Iraq, where it has declared an Islamic "caliphate".It has drawn thousands of fighters from across the globe to its anti-Western cause, and shocked the world with its video-taped executions of journalists and other foreigners it has captured, the most recent being a Japanese security contractor it claimed Sunday to have beheaded.A second Japanese captive being held by the militants has also been threatened with execution.The Isis group, which uses social media in recruiting and spreading its message, is believed to harbour ambitions of launching a cyber-war against the West.It is unclear why MAS was targeted but the hacking group said on its Twitter feed that it was "Going to dump some loot found on malaysiaairlines.com servers soon."AFP added that MAS had released a statement confirming its Internet domain name had been compromised, re-directing users."At this stage, Malaysia Airlines' web servers are intact," it said, but added it could take nearly 24 hours to fully resolve the issue, which it had reported to Malaysian authorities."Malaysia Airlines assures customers and clients that its website was not hacked and this temporary glitch does not affect their bookings and that user data remains secured," it said.Concern has been rising in the country after scores of Malaysians were lured to the Isis cause in the Middle East.Malaysian authorities last week said they had detained 120 people suspected of having Isis sympathies or planning to travel to Syria. – January 26, 2015.

เกิดเมื่อ 20 เมษายน พ.ศ. 2510 เกิดที่นครพนม เป็นพี่สาวคนโตของน้อง 2 คนในครอบครัวคนชั้นกลาง คุณพ่อรับราชการ คุณแม่เป็นแม่บ้าน ศึกษาที่โรงเรียนเซนต์โยเซฟท่าแร่สกลนคร อายุ 10 ขวบ ย้ายมากรุงเทพฯ ศึกษาที่โรงเรียนกุนนทีรุทธาราม เรียนจบชั้นมัธยมปีที่ 3 แล้วเลือกเรียนสายอาชีพ ระยะแรกเข้าเรียนพาณิชย์ที่โรงเรียนดรุณพิทยา สาขาการตลาด อายุ 16 ปี เรียนปี 1 ได้ส่งรูปหมู่ไปสมัครเป็นดารากับ “เปี๊ยก โปสเตอร์” ได้ยกทีมเล่นภาพยนตร์เรื่อง “วัยระเริง” เป็นเรื่องแรก รับค่าตัว 7,000 บาท แต่เนื่องจากไปถ่ายหนังจึงไม่ได้ไปสอบ ต้องลาออกจากโรงเรียน แล้วก็เลยเอาเงินค่าตัวไปสมัครเข้าเรียน โรงเรียนสันติราษฎร์วิทยาลัยจนเรียนจบ

เข้าวงการเต็มตัว ระยะนั้นได้ชื่อเป็นดาราประกอบวัยรุ่นที่ประสบความสำเร็จ แสดงภาพยนตร์กว่า 10 เรื่อง มีคนรู้จักมากขึ้น จากนั้นก็หันมาแสดงละคร เรื่องแรกกับค่ายกันตนาเรื่อง “ปีศาจในโลงศพ” จากนั้นเจ.เอส.แอล.ชวนเล่นละคร “มหัศจรรย์วันเสาร์” จบในตอน รวมไปถึงเคยเล่นละคร ร่วมกับพีระพงษ์ พลชนะ หรือ ต้อม เรนโบว์ ประมาณปี 2530 นักร้องดังในขณะนั้น ซึ่งเป็นชาวนครนพม ด้วยกัน ในเรื่อง “ความรักของเท่าทุน” ที่เล่นเป็นเพื่อนของต้อม เรนโบว์ พระเอกในเรื่อง และแหม่มเคยเล่นเป็นนางเอกมิวสิควิดีโอเพลง “หลงรักเธอ” ของ วงโอเวชั่น (ร้องโดย ก้อย พรพิมล ธรรมสาร หรือ ก้อย โอเวชั่น) ในอัลบั้มชุด “ไม่มีวันนั้นอีกแล้ว” จนกระทั่งมาโด่งดังจากรายการ “ยุทธการขยับเหงือก” เปิดประตูสู่อาชีพพิธีกรทันที

Datuk Seri Anwar Ibrahim's fate will be known on February 10, as the Federal Court decides on his sodomy appeal. – The Malaysian Insider file pic, January 26, 2015.Datuk Seri Anwar Ibrahim will know the verdict of his sodomy appeal on February 10, the Federal Court registry said via Twitter today.On January 10, Chief Justice Tun Arifin Zakaria said a notice would be sent to parties at least two weeks before the court delivered its judgment.Arifin led a five-man bench to hear the appeal which started on October 28 and ended on November 7.Arifin was previously quoted by Bernama as saying while judges were expected to complete their decision within three months, the Court of Appeal and Federal Court may take up to six months, if a case was complex.On March 7, the Court of Appeal overturned the January 9, 2012 High Court decision in acquitting Anwar on a charge of sodomising his former aide, Mohd Saiful Bukhari Azlan.He committed the offence at a unit of the Desa Damansara condominium in Bukit Damansara, between 3.10pm and 4.30pm on June 26, 2008.The three-member Court of Appeal panel chaired by Datuk Balia Yusof Wahi sentenced Anwar to five years of jail, but granted him a stay on the sentence pending his appeal to the Federal Court.Anwar is now on RM10,000 bail in one surety.The prosecution also filed a cross appeal to enhance his jail term which could be up to 20 years.Anwar's political career as an elected representative will end as he will be disqualified from office if fined more than RM2,000 or jailed more than a year and has not received a free pardon. – January 26, 2015.

The Finance Ministry said as the revised Budget did not exceed the limit approved by Parliament, there was no need to table it. Prime Minister Datuk Seri Najib Razak revised the national budget amid a weakened ringgit, plunging oil prices, and floods which devastated the east coast of the peninsula. – The Malaysian Insider pic, January 23, 2015.The Finance Ministry has clarified that the development expenditure of RM50.5 billion, as announced in the Budget 2015 last October, consists of RM48.5 billion in development expenditure and RM2 billion in contingency reserve.In a statement today, the ministry said the contingency reserve is meant for urgent and unforeseen expenditure, for which there is no existing allocation."It is only recognised as expenditure, when it is used. Hence, it [RM2 billion] did not come into the calculation of the fiscal deficit," it said.On the budget deficit, the ministry said it was initially estimated at RM35.7 billion or 3% of Gross Domestic Product (GDP)."With lower revenue and a revised GDP growth forecast for 2015 of 4.5% to 5.5%, the budget deficit is now estimated at 3.2% of GDP or RM37 billion," it explained.The ministry stressed the measures announced by Prime Minister Datuk Seri Najib Razak on Tuesday did not involve any additional or supplementary expenditure.As the measures did not exceed the ceiling approved by Parliament, the Budget is not required to be tabled again, it said."As a responsible government, the finance ministry will continue to closely monitor external developments and the impact on the domestic economy," it added.Meanwhile, the ministry said the Budget was initially formulated based on a Tapis crude oil price of US$105 a barrel, adding that Tapis crude oil typically commanded a premium of about US$5 a barrel over the dated Brent Crude Oil Index."Given the need to monitor prices closely, amid continued falling prices of crude oil, reference was made to Dated Brent at US$100 per barrel in the Prime Minister’s special address," it said.It added that Putrajaya had since revised the price assumption for dated Brent to an average of US$55 per barrel for 2015.The ministry also said any queries or clarifications on the Budget can be emailed to  pro@treasury.gov.my. – The Edge Markets, January 23, 2015.

The story of Sirul Azhar Umar (pic, right) who is sentenced to hang for the murder of Mongolian model Altantuya Shaariibuu, has been likened to that of former Serbian commander Dragan Vasiljkovic, who has been in an Australian prison for more than nine years.Vasiljkovic, who was arrested by Australian police in Sydney in January 2006, was charged with war crimes, including commanding troops that tortured and killed prisoners of war, commanding an assault on the Croatian town of Glina which saw civilians killed, and breaching the Geneva Convention during an assault at Bruska northeast of Benkovac.According to The Star report, Vasiljkovic has been fighting extradition to Croatia, saying he will not be protected under the Geneva Convention if brought before a Croatian court.Australian lawyer Neil Williams is trying to obtain assurance from Croatia that Vasiljkovic, an ex-paramilitary commander, will be safe if deported to stand trial in the capital city of Zagreb.In November 2012, then home affairs minister Jason Clare approved the extradition but Vasiljkovic, who is now an Australian citizen, is still in the country.The Australian daily says delays to the extradition have been caused by Vasiljkovic’s legal challenges.Vasiljkovic, who is now 60 years old, has denied the allegations of war crimes.His latest appeal to avoid extradition was rejected by the Australian Federal Court last December.Similarly, Sirul is being held in Australia pending a government decision on whether to extradite him to Malaysia.Sirul, who fled to Australia ahead of a court decision last week that upheld his death sentence, had been allowed to leave Malaysia because an appeals court in 2013 overturned the initial 2009 conviction sentencing both him and Chief Inspector Azilah Hadri to death.Sirul and Azilah were convicted of the 2006 killing of 28-year-old Altantuya, a Mongolian model and interpreter allegedly involved in Malaysia's controversy-shrouded purchase of French Scorpene submarines more than a decade ago.However, Australia says Sirul will not be sent back despite a formal request by the Malaysian government as Canberra forbids repatriating suspects who face the death penalty.Sources agree that Sirul’s extradition may be complicated, with Universiti Sains Malaysia criminologist Dr Geshina Ayu Mat Saat saying the process will take a long time.“It could take at least two years but I feel that it (Sirul’s case) will definitely take longer," Geshina was quoted as saying in The Star report.“Sirul’s conviction, which comes with a death sentence, complicates things further."Another source told The Star that Australia would probably not extradite Sirul.“An extradition process is quite complex even after the country granting extradition agrees to the request. Since he is facing the gallows upon his return to Malaysia, it is unlikely that Australia will extradite Sirul unless Malaysia can convince him otherwise," the source was quoted as saying.Geshina told The Star that Sirul’s extradition could only be expedited if top government officials dealt directly with their Australian counterparts.“Bear in mind, even refugees seeking asylum have to go through a long process," he was quoted as saying. “This is a convicted man facing the death sentence." – January 23, 2015.
